V-81 Transportation Forms Overview

All members who need reimbursement for transportation costs incurred to and from their project site need to submit the V-81 Transportation Form. When a member submits this form, it will appear in your V-81 Forms workbasket for your review and approval. Once you approve the form, its status will change to “Sponsor-approved” and the form will go to the Corporation State Office for final approval.

While enrolled in the VISTA program, VISTA members are considered federal employees for a few limited purposes, including for purposes of coverage under the Federal Tort Claims Act (FTCA). The FTCA permits a third party to recover damages from the federal government when a federal employee (here, a VISTA member) is found to be negligent within the scope of his or her employment. Form V-81 must be completed in all cases where a VISTA member is involved in an incident – commonly an automobile accident – in which the acts or omissions of the member could be found to have caused damage and/or injury to a third party. Completed V-81 Forms must be approved by the sponsoring organization and the Corporation for National and Community Service State Office before the member uses any vehicle.
