Public Policy Research Analyst
 
 
 
The City and County of Honolulu's ("City") AmeriCorps VISTA Program was established in 2018 to strengthen the city government's efforts to increase community resilience across the island of O'ahu, Hawai'i. The City VISTA Program embeds VISTA Members in multiple City departments to enhance the capacity of the various departments to respond to the challenges of shocks and stressors like high costs of living, natural disasters, and climate change. In alignment with the VISTA program's mission, City VISTA Members strive to build capacity, create sustainable solutions, empower communities, and alleviate poverty. The Public Policy Research Analyst VISTA position serves in the City's Office of Climate Change, Sustainability and Resiliency ("Resilience Office"). This full-time VISTA position will play a key role in equitably advancing priority resilience goals and initiatives as outlined in the O'ahu Resilience Strategy and other guiding policy documents. This VISTA position works across Resilience Office program areas to increase the office's capacity analyze the benefits and burdens of Resilience Office policies and programs on O'ahu's diverse communities by creating knowledge, tools, and partnerships to increase environmental, economic, and social equity in project prioritization and implementation. This position is best suited for a policy-minded person with strong research and writing skills, attention to detail, and commitment to equity and climate and community resilience on O'ahu. This year-long position begins May 10, 2021 and is based in Honolulu, Hawai'i.

Member Duties : The Public Policy Research Analyst VISTA will focus on conducting research, collecting data, and creating tools for analyses in support of equitable implementation of Resilience Office initiatives. Specific activities include: (1) Build a research and knowledge database to support implementation of key initiatives as outlined in the O'ahu Resilience Strategy; (2) Conduct comprehensive analyses of environmental, economic, and equity impacts of proposed policies for prioritization of those that best uplift low-income communities; (3) Create tools for assessing the climate and equity benefits and burdens of new policies and initiatives; (4) Develop mechanisms for measuring and monitoring the effectiveness of programs on increasing community equity and resilience; and (5) Provide recommendations on equitable policy development and implementation, with a focus on supporting frontline communities.
