EMS & Trauma Systems Program VISTA
 
 
 
This position joins the Oregon Health Authority’s statewide VISTA team. In addition to activities at your individual site, each member receives additional orientation, training throughout the year, team retreats and meetings, and the support of the team leaders and project director based at the state public health agency. The Oregon Health Authority Emergency Medical Services (EMS) and Trauma Systems program develops and regulates systems for quality emergency medical care in Oregon. The program mission is to ensure EMS Providers are fully trained, that ambulances are properly equipped, and emergency medical systems are functioning efficiently and effectively. The EMS and Trauma Systems program greatly impacts people that live at or below the poverty line, as this population is more likely to utilize emergency medical services than non-economically disadvantaged populations. The EMS program assures the delivery of prehospital care through the coordination of first response agencies, ground, air, and marine ambulances, and related entities such as public safety communications centers. The Trauma program consists of specially-designated hospitals providing specialized trauma care, a network of state and regional advisory boards on trauma care, and a comprehensive monitoring and a quality assurance program which includes the Oregon Trauma Registry. These subprograms support the EMS and Trauma Systems mission and health equity for Oregonians: • Service, Vehicle and Provider Licensing • EMS for Children (EMSC). • Mobile Training Unit (MTU). Member Duties : The VISTA will develop partnerships, bridge EMS agency gaps and address rural disparities in health at the county-level by increasing access to the right care at the right time for vulnerable populations; promote EMS providers and their ability to provide Community Paramedicine/Mobile Integrated Healthcare; and improve access and sustainability to keep at-risk EMS agencies open to provide this essential healthcare service. The VISTA will collect evidence-based materials and share with Oregon counties; promote EMS as part of an integrated healthcare system; connect counties to local resources. Using data from the previous VISTA’s projects, this third year VISTA will create an implementation plan to improve access to and sustainability of EMS agencies; conduct research on best practices; review story tools (dashboards, maps, other data); develop messaging; set up meetings to share information and resources; and work on final report of the project.
