First Defense Legal Aid Pre Arrest Diversion Hotline Program
 
 
 
For 24 years, FDLA has mobilized volunteer attorneys to provide pro boo on-call services at police stations when someone calls 1(800)LAW-REP4 anytime of day or night to request counsel for someone arrested or detained. Through a partnership with the Cook County Public Defender, the service is at long last part of the goverment agency responsible for protecting the rights of the accused! This historic program is being sought after in jurisdictions outside of Cook County, in other areas where the lack of access to counsel in police custody keeps people in poverty by landing them with unnecessary jail time and convictions. Lawyers and other advocates across the country are asking FDLA for training and technical assistance on how to replicate this program. The VISTA project will make it possible for FDLA to build our and others' capacity by packaging our institutional knowledge in an accessble way, and supporting leaders in other legal communities to organize station-house defense systems. While in 2013 just 0.2% of Chicago arrestees ever got a lawyer at any point in their arrest, ten times as many did in 2018. The VISTA will help other areas make similar progress in making the Miranda rights actually accessible.

Member Duties : The VISTA will create a toolkit of how to establish an effective station-house defense system from start to finish, and work with interested jurisdictions to provide training and technical assistance around that. This will include hosting conference calls, webinars, traveling, and relationship building with lawyers and advocates in other parts of the state and country seeking to replicate our nationally unique program.
