Cities of Service, Guiding Opportunities - St. Louis
 
 
 
Cities of Service is a nonprofit organization that helps mayors build stronger cities by changing the way local government and citizens work together. We help coalition cities tap into the knowledge, creativity, and service of their citizens to help identify and solve critical public problems. Cities of Service supports a coalition of more than 260 cities, representing over 73 million people across the Americas and Europe. Cities of Service provides counsel, expert technical assistance, and proven resources to city leaders and their staff. The Guiding Opportunities (GO) program will build capacity in six cities for a strong, community-informed plan that can guide Opportunity Zone (OZ) investments for many years in the future. OZs are economically-distressed census tracts, in which certain types of investments may be eligible for preferential tax treatment. VISTA members will support stakeholder engagement, develop the infrastructure for the city's engagement process for OZ planning, expand partnerships with local neighborhood associations and community-based organizations, coordinate training and workshops for relevant stakeholders, and ensure the sustainability of the initiative. Cities of Service awarded each winning city $25,000 to be used to support community visioning and additional community volunteer initiatives to engage citizens in the OZ planning process. VISTA members will implement the Guiding Opportunities program in the City of St. Louis. This position requires a high level of community interaction, calling on VISTA members to build relationships with residents and partner organizations. AmeriCorps VISTAs will be working out of St. Louis City Hall. They will report to the Chief Opportunity Zone Officer, a new position that will be appointed in July 2019 to oversee opportunity zone investment in each city.

Member Duties : VISTA members will do a landscape analysis of the potential and existing partnerships that represent community interests, and develop relationships with those partners. VISTAs will plan a series of local engagement activities with partners who will engage citizens in a dialogue about local needs, their vision for the future, and local economic development. VISTAs will conduct extensive outreach to community members through a variety of means to ensure that a good representation of community members participate in activities. VISTAs will host engagement activities, facilitate meetings, and report findings back to participants and the community. Together with the Chief Opportunity Zone Officer, VISTAs will synthesize the learnings and translate those learnings to inform the Chief Opportunity Zone Officer’s investment plan. VISTAs, in partnership with the community, will identify and implement community projects that do not require OZ investment and can be done through volunteer action.
