Community Development Specialist (Warm Springs, OR)
 
 
 
The Warm Springs Indian Reservation (WSIR), home of the Confederated Tribes of Warm Springs, covers over 1,000 square miles in Wasco and Jefferson counties in Oregon. On the reservation, the average lifespan is 46 years, and dropout rates, teen pregnancies, substance abuse, diabetes, alcoholism, and other social/health maladies far exceed state norms. Economically, the situation is no better. Of the 3,112 members available for employment in 2010, only 334 were employed full-time, while 2,435 were employed part-time, and reservation residents were three times more likely to live in poverty than other Oregon residents. The Warm Springs Community Action Team (WSCAT) is a 501(c)3 nonprofit organization formed in 2008. Our mission is to promote community development in Warm Springs by empowering individuals and groups of people to realize their potential, become self-reliant, and affect positive change for themselves, their families, and their community. Our programs provide IDAs, small business training, and income tax filing assistance, as well as promote agriculture and art. The VISTA member placed at our agency will build capacity for WSCAT by assisting in the development of a Small Business Incubator to facilitate business development for low-income individuals on the Warm Springs Indian Reservation. AmeriCorps VISTA members perform only indirect service; interaction with clients will be limited and the member will spend the majority of his or her time in an office setting. However, the VISTA will play a dynamic role in ending poverty by conducting outreach, recruiting small business owners, securing funding to build and sustain our programs, and promoting youth programs. As a WSCAT VISTA, you will be part of a cohort coordinated by Mercy Corps Northwest. Early applications strongly encouraged. Selections made on a rolling basis.

Member Duties : This VISTA will develop marketing and outreach strategies to recruit businesses into a small business incubator. The member will recruit small businesses and food truck businesses, organize trainings, and plan events in the incubator. They will research Warm Springs and learn about the history of the Old Commissary Building, where the incubator will be located and assist in asset mapping projects of the community. The VISTA will help build capacity by talking to local organizations and fundraising to support the incubator. Lastly, they will establish partnerships with youth organizations to recruit and promote youth programming at WSCAT. Qualifications: BA/BS or 4 years work experience in business or community development. Competent in writing, public speaking, and conducting community outreach. Proficiency in grant proposal development, MS Office, and business plan development preferred.
