The Montana Office of Public Instruction has identified that in Montana’s rural and tribal communities, students do not have equal access to relevant K-12 online classes and materials as students in larger communities. Student equity via access to high-quality distance learning programs does not exist for students across Montana. Evidence and anecdotal information from participating schools show that students identified as qualifying for "free and reduced lunch" are quite often less successful in distance learning environments, for many of the same reasons that students in poverty are less successful in their face-to-face programs. Access to and success in digital learning is important for low-income students because they deserve to have the same learning opportunities as non-low-income students as well as the same future employment opportunities because of these learning opportunities as non-low-income students. According to Montana Digital Academy's (MDA) statistics, 13.9% of its spring 2019 original credit enrollments are students qualifying for free and reduced lunch, while 31.7% of its credit recovery students enrollments qualify. MDA has relied on local schools to identify students that have challenges to their being successful in the digital environment. MDA connects these students to resources to help increase their chance of success. This project will provide equal opportunities for all students, including those in rural schools, to access coursework that might otherwise not be available. This project will ultimately help students access other forward-looking post-secondary opportunities, including education, job training, and careers.

Member Duties : The VISTA will analyze qualitative and quantitative data to identify trends in students; connect with teachers, local site facilitators, parents, and students to assess gaps existing that limit success; develop training materials to provide student capacity building, and develop materials for teachers to use with students exhibiting signs of being unsuccessful. The VISTA will develop training materials for schools to increase capacity of staff to identify students at-risk and provide guidance to aid students to successful pathways; enhance existing processes for monitoring at beginning/middle/end of terms. The VISTA will develop a framework for identifying schools in areas considered low-income/high-poverty and integrate identification into enrollment systems; research existing data sets to determine ways communities and schools are identified as low income, work with MTDA Directors and Managers to adapt systems for reporting, and utilize collection protocols to determine barriers.
