E3.19 City of Duluth VISTA Planning Position
 
 
 
As a member of the City of Duluth Community Planning team, build capacity, efficiency, and transparency. The VISTA member will develop a framework for analysis of the success of the Imagine Duluth 2035 Comprehensive Plan policies and work with Duluth’s planning team to implement the plan. Specific Duties: 1. Review policies & procedures associated with the Imagine Duluth 2035 Comp Plan 2. Develop plan for reviewing fairness in policies, including outreach 3. Establish benchmarks for health and fairness principles 4. Coordinate with internal partners related to plan implementation and development 5. Coordinate with external partners 6. Participate in the design and implementation of survey questionnaires. 7. Collect, process, interpret basic field data 8. Conduct research into best practices 9. Prepare reports to present findings, conclusions, and recommendations 10. Coordinate assigned projects. 11. Participate in program activities for management of grants 12. Attend staff meetings and meetings of Boards & Commissions Job Relationships External: 1. Work with focus groups and Boards and Commissions related to policy development and implementation 2. Work with community to implement Governing Principles Internal: 1. Work with planners to develop skills and set goals for the VISTA position 2. Supervised by the Community Planning manager with support from team leads Qualifications Required 1. Interest in areas such as city/regional planning, city government, policy, GIS, or economic development. 2. Use of ArcGIS to adapt information to a graphical format 3. Organizational skills, attention to details 4. Ability to work effectively with diverse populations 5. Interpersonal and communication skills 6. Ability to manage others and delegate tasks 7. Ability to work effectively both independently and as part of a team 8. Familiarity with issues of low income families 9. Bachelor’s degree or higher

Member Duties : Member Duties : In order to address poverty and lack of access to services that affect low-income households, the VISTA member will build capacity and align City of Duluth departments to better serve low-income individuals in the community by aligning policy and procedures, increasing communication, and incorporating comprehensive plan equity provisions into City operations. 1. Align policy & procedures between multiple city departments to maximize effectiveness in serving economically disadvantaged individuals a. Develop a benchmarking framework and best practices for existing policies and procedures in community development & planning to reduce poverty in Duluth 2. Determine implementation steps for aligning practices with the comprehensive plan update and Imagine 2035 a. Analyze existing development services in relation to the Comprehensive Plan update. b. Create an interdepartmental communications and tracking system.
