Rural Dynamics - United Way of Lewis and Clark Area (UWLCA)

The overall goal of the project is to bolster local efforts to make homelessness rare, brief and non-recurring by delineating and optimizing “housing navigation” processes, which will improve housing situations and access to affordable, safe, healthy housing for people who experience chronic homelessness and literal homelessness. This will include developing coherent processes for helping clients locate and acquire housing, filling gaps in services by providing additional housing options in the Helena Area, and finding ways to lower barriers to housing location, and identifying systemic gaps that need persistent advocacy to close. Housing has been proven to be the first step to stability in a person’s life (https://endhomelessness.org/resource/housing-first/). If housing is provided, other essential issues can be addressed from mental illness to chemical dependency to childcare. Once those issues are addressed and people are fully supported, they have the increased capacity to explore stable employment, education, or other workforce and life benefits. This housing and workforce needs assessment will help the stakeholders identify what types of housing are needed to help alleviate homelessness or housing instability issues in our community. The awareness component will help our community gain a better understanding of who makes up our homeless population and the kind of help they need. Over the past year the Helena Resource Advocates Leadership (lead by UWLCA) group has focused on three housing goals: 1. Develop and increase case management type support services. 2. Build a family shelter to supplement the current emergency housing options in the community. 3. Develop and carry out an emergency shelter plan for the local area.
