NYC VISTA - Community Guardian Program VISTA
 
 
 
Human Resources Administration (HRA)/ Adult Protective Services (APS) is a crisis intervention program that provides services to individuals who suffer from mental and/or physical impairment that results in clients inability to self-care, are at risk of harm and/or have unmet needs, and have no one willing and/or able to assist them. When APS is unable to reduce/remove the client’s risk, APS petitions the Supreme Court requesting the appointment for a Community Guardian to be appointed. A legal guardian is appointed by the Supreme Court to serve individuals declared incapacitated adults who are “at risk” – that is, adults who would require institutionalization if they did not receive this special assistance. The program’s services are essential for these adults to remain as independent as possible in the larger community. Services include financial management, social, psychiatric, medical and legal services, heavy cleaning, shopping, transportation and administration of the other benefits to which these adults are entitled. HRA/APS contracted with 3 Community Guardian Programs for the purpose of acting as a guardian on behalf of approximately 2000 clients who are unable to manage their own affairs, with regard to matters of property, finance, health care or social service needs because of a mental impairment. A Community Guardian is appointed following an Article 81 of the Mental Hygiene law proceedings allowing the Department of Social Services (DSS) to petition the court for the appointment of a Guardian. The contracted agencies have been operating for over 30 years.

Member Duties : The VISTA member will: • Identify strengths and challenges of the current training materials • Develop timeline for development of training materials and training implementation • Develop training manual • Identify training tools that will improve the effectiveness of the training program • Conduct focus group sessions in order to obtain and incorporate staff feedback into training • Develop a plan for improvement of current training practices and materials • Develop training curriculum • Develop aides and tips sheets for staff • Design evaluation tools • Establish and maintain a lending library of Community Guardian training materials ensuring through scheduled communications for easy access by staff • Support curriculum development Activity: Develop training evaluation tool • Develop train the-trainer curriculum • Track training attendance • Measure training success using the evaluation tool
