2018-2019 Affordable Housing Planning Associate VISTA
 
 
 
The City of Evanston is a general purpose municipal government located in Cook County, Illinois. It is a home rule unit, as defined in the 1970 Illinois Constitution, and operates under the Council/Manager form of government to provide for the health, safety, and welfare of Evanston residents. Evanston is committed to promoting the highest quality of life for all residents. Its many amenities make it a very desirable place to live and its rapidly rising housing costs threaten its ability to remain an economically and racially diverse community. Evanston needs more housing that is affordable to lower income residents and employees who can’t afford to live here. The VISTA will plan and implement ways to expand affordable housing for lower income households. Stable housing will enable them to achieve economic self-sufficiency for themselves and future generations. An ideal candidate for this opportunity is someone who is a swift learner that can work on a variety of projects in a fast-paced environment. This person needs to be able to work well with others, as well as with a diverse group of people including residents, City staff, and local elected officials. Experience with research and data analysis is strongly preferred. A background in housing services, development, and finance is preferred but not required. Candidates should also be proficient writers and public speakers. This position is a part of the Housing Action VISTA Network. Member Duties : Following zoning changes to allow rental of Accessory Dwelling Units (ADUs) to non-family members, the VISTA will develop and implement a program to identify, register and inspect existing ADUs before rent up by January 2019. VISTA will coordinate work to amend zoning to allow/encourage development of new ADUs in R1 and R2 districts by March 31, 2019, and help amend the Inclusionary Housing Ordinance (IHO) to more effectively generate affordable units in market rate developments. VISTA will work closely with Housing and Grants and Zoning staff to propose amendments to Plan Commission and City Council. VISTA will coordinate Evanston activities relating to the Assessment of Fair Housing or Analysis of Impediments to Fair Housing Choice, working with staff in other entitlement communities if this is undertaken on a regional basis; develop and implement community engagement activities.
