All Parks Alliance for Change is the statewide organization for Minnesota’s 180,000 manufactured home park residents. As the only organization of its kind in the state, APAC is critical to providing an effective voice for manufactured home owners to express their needs and concerns in their parks and in the larger community. Through education, grassroots organizing and leadership development, APAC works to improve the quality of life in park neighborhoods, protect the rights of park residents, advance public policy change that supports safe, affordable, and stable park communities, preserve these vital units of affordable housing, and promote racial justice.

Member Duties : Manufactured home parks are a critical source of affordable housing, but they face the threat of a park being closed due to bankruptcy and foreclosure. Through this project, we will: (1) Develop models for identifying risk factors for park foreclosure; (2) Improve resources and education about resident rights and park preservation strategies, including tenant remedies actions and conversion of parks to nonprofit or resident ownership; (3) Increase the capacity for residents to take collective action on foreclosure through stronger community associations; and (4) Expand and maintain community partners, who, along with residents, can form a manufactured housing preservation table.
