FutureHeights VISTA
 
 
 
VISTA will develop a system to monitor tax-delinquent and tax-lien properties and partner with relevant entities, such the city and county land banks, to advise FutureHeights on how best to aid neighborhood stabilization. VISTA will work with Cleveland Height’s Housing Preservation Office and neighborhood organizations to form a Housing Advisory Board, comprised of 51% LMI individuals or their representatives. VISTA will work with this board and CH to align public processes to ensure that properties stay out of state forfeiture. VISTA will develop a process to market properties owned by the land banks with the goal of rehabilitating them above code, using green-building design, to enhance property values in target neighborhoods. VISTA will identify and secure sources of funding for property acquisition, rehabilitation and marketing, as well as funding for specific incentive programs for homeowners and investors. VISTA will create a system to track progress in order to ensure that it meets city and funder goals, ensuring an on-going funding stream to enable the eventual hiring of permanent staff.

Member Duties : • Research housing programs in comparable communities, including incentives to preserve existing housing stock as well as facilitate new construction on vacant land. • Document status and location of vacant/abandoned properties in the city, properties currently owned by the landbank and properties that could become available to due to tax-foreclosure or other means. • Create reporting process to track vacant/abandoned properties. • Convene Housing Advisory Board. • Create programs to address scattered-site tax foreclosures and land bank property redevelopment and encourage reinvestment in existing homes to increase property values and maintain quality of life. • Secure conceptual approval of programs from city government and stakeholders. • Identify potential sources of funding, including government resources and private foundations, including deadlines and requirements; work with FH staff to submit applications, attend meetings with potential donors.
