Expanding Access to Affordable and Fair Housing - Missoula

The City of Missoula Office of Housing and Community Development (HCD) endeavors to lead efforts to ensure all Missoulians – regardless of income – have access to quality, affordable and fair housing. While the City of Missoula boasts many assets that foster community development, the lack of housing affordability serves as a barrier to the community’s continued growth. According to the Missoula Organization of Realtors’ 2017 Missoula Housing Report, “the median price of a Missoula home went up 6.8 percent to a record-setting $255,000 in 2016.” In 2016, one would have needed an income of $89,916 to purchase a median-priced home of $255,000, assuming a 4-percent down payment. With a 20% down payment, one would have needed an income of $62,892 to purchase a median-priced home. Both of these income levels exceed the Missoula County Median Income. HCD is taking the lead on the City’s efforts to craft a housing policy that can help foster increased development of affordable and fair housing. Fair housing work is essential for families trying to move out of poverty, as it removes discriminatory barriers that prevent access to housing, education and employment opportunities. Land use and housing policies also reduce residential segregation and concentrated poverty by controlling resource and asset distribution. Housing mobility improves access to high-performing schools, adequate infrastructure / transportation systems, access to health services, and higher paying jobs. Students in integrated schools have higher test scores, are more likely to enroll in college, and are less likely to drop out of school.
