*BMVP-Expanding Access to Affordable Housing via Zoning
 
 
 
The City of Billings - Planning Division is undertaking a large-scale, three-year project to update city and county zoning regulations. This is an unprecedented opportunity to increase access to affordable housing citywide by promoting desegregation and the dissolution of concentrated poverty. Fair housing work is essential for families trying to move out of poverty, as it removes discriminatory barriers that prevent access to housing, education and employment opportunities. Land use and housing policies also reduce residential segregation and concentrated poverty by controlling resource and asset distribution. Housing mobility improves access to high-performing schools, adequate infrastructure / transportation systems, access to health services, and higher paying jobs. Students in integrated schools have higher test scores, are more likely to enroll in college, and are less likely to drop out of school. This project will alleviate poverty through city zoning and planning activities designed to remove barriers to affordable housing development and to promote equal access to housing opportunities citywide. This will increasing the number of economically disadvantaged individuals who have access to safe, affordable housing in quality neighborhoods.

Member Duties : The overall goal of this project is to increase access to affordable housing through city planning and zoning activities designed to remove barriers to affordable and equal opportunity housing citywide. This project will help alleviate poverty through the preservation and development of affordable housing citywide. The capacity built through this project will result in improved access to quality housing, education, healthcare and employment opportunities to ensure long-term success. The VISTA member will: research, materials development, neighborhood assessments, the creation of a replicable affordable housing pattern book, and a community awareness and engagement campaign.
