Billings Public Library is where our community connects and grows together, discovering the love of reading, the joy of learning, and the sharing of creative expression. The ability of children to read at grade level is the single strongest predictor of future academic and career success. Children who do not read at grade level by the end of third grade are 13 times more likely to drop out of school when compared to their grade-level reading peers. In Billings, the schools with the highest poverty rates have the lowest reading proficiency rates (2013 MontCAS) By age 3, low-income children know less than HALF as many words as their more affluent peers. (United Way of Yellowstone Co.) In Yellowstone County 16% of children under the age of 17 years old, live in poverty. (Yellowstone County Census ) This at risk population are the most vulnerable to miss critical early childhood literacy interaction Nationally, 40% and 49% of fourth and eighth graders, respectively, who are eligible for free and reduced-price meals finished below Basic on the NAEP reading test. Engaging and outreaching to elementary and middle school students in experiential, enhanced learning environments are the keys to building interest in literacy success. Children who are read to and hear 30 million words by age 3 will start kindergarten ahead and do better all throughout school, have higher graduation rates and earn more money in their lifetimes. With expanded communications, the Billings Public Library can help more people become aware of and take advantage of free library support, services, materials, and programs. Young learners greatly benefit from augmenting and enhancing educational experiences of low-income students by piquing their imagination through in-class and out-of-class educational experiences, which should assist in raising graduation rates in local schools.

Member Duties : Increase access to literacy and school readiness for low-income citizens and families with early childhood literacy programs at the Billings Public Library and watch academic engagement grow! The overall goal is to improve student school readiness and increase academic engagement by informing and engaging low income citizens in Billings about the free services and programs the Billings Public Library has to offer. It will remain sustainable through the volunteer recruitment strategies developed as well as the program awareness which will engage the community and increase willingness to participate. In order to achieve success, the VISTA member will develop a financial resource plan, create the materials for the implementation of a communication plan to promote early childhood literacy programs, and develop a checklist to measure program performance with low income residents.
