Opportunity Council - Child Care Small Business Dev. VISTA
 
 
 
Opportunity Council is a private, nonprofit human service organization serving Whatcom, Island, San Juan, Snohomish, and Skagit counties. Our mission is to act as a catalyst for positive change, both in the community and in the lives of the people we serve. Over the course of the great recession, at least 30% of state licensed child care businesses in the Opportunity Council five county service area closed. Combined with other factors such as attrition, retirement, and cost, child care has become prohibitively expensive and hard to find for many in our area. This lack of available, affordable child care has created a barrier to employment for families living on a low-income and in particular those eligible for state subsidy support. There are not enough child care businesses who will accept state subsidy due to the lower than true cost reimbursement. This AmeriCorps VISTA project will not only focus on providing economic opportunities to families and individuals who are low-income through enrollment in the Child Care Small Business Development Program but also increasing the supply of businesses that will accept state subsidy which ultimately will allow for more employment opportunities across the board. By providing focused job skills to individuals enrolled in our program through training, curriculum, and peer support, we will assist them in moving toward economic stability through small business ownership, while rebuilding the child care capacity in Whatcom County.

Member Duties : The VISTA will 1) identify recruitment target areas by using new and established data sources, map and identify areas with a large saturation of low-incomes families, and a low availability of affordable child care. Identification of these child care deserts is the first step in addressing barrier of unaffordable child care for low income families. 2) Recruit low-income families and individuals into Child Care Small Business program by researching best practices, designing, and implementing outreach program to low-income families and individuals in target areas identified in Goal 1. And 3) Develop cohort groups to provide guidance and support towards completing curriculum to improve the economic opportunity, stability, and job skills of the enrollees.
