VA Cares- Program Development VISTA
The program assesses it participants to determine their criminogenic issues and provides services geared toward their level of assessment. CARES has six subcontracted programs in the Commonwealth operating eight service delivery sites. In total, Virginia CARES programs provide reentry services to eighteen (17) cities and towns and twenty-six (25) counties in Virginia. Program staff at the subcontracted sites are the direct personnel responsibility of the individual community action agencies. The Central Office consists of five (5) permanent full-time staff, and two intern positions. The Central Office is responsible for oversight of the program including service site monitoring, technical assistance, fund raising, training, reporting, and financial accountability. It is the responsibility of the statewide staff of Virginia CARES to: engage in all activities necessary to establish a program of transitional services in accordance with guidelines determined by Virginia CARES and/or defined by the Department of Criminal Justice Services; promote the Virginia CARES program to local probation and parole offices, departments of social services, mental health programs, substance abuse programs, healthcare programs, employers and community leaders; participate in and report to the Central Office on meetings of their local Reentry Council; reinforce the cognitive behavior strategies in one-on-one case management and group meetings; and use the evidenced-based programs such as Motivational Interviewing, Thinking for a Change, The Carey Guides and Facilitating Skills for Offender Groups techniques in the daily dealings with program participants

Member Duties : The VISTA will research and track Virginia CARES program participants from FY 14-15 and produce a recidivism study. The member will also use the Virginia Department of Corrections Inmate Locator Service and the Victim Identification and Notification Everyday network. Additionally, the member will assist Virginia CARES Resource Development Consultant to formulate a three-year development plan for the Central Office that includes agency needs and goals and a list of potential grants and fundraising approaches to achieve those goals. They will work with the Resource Development Consultant to help service delivery sites develop lists of potential grant opportunities in their geographic areas and form committees responsible for local fundraising. Finally, the member will research best practices in volunteer management and develop a volunteer recruitment, training, management and recognition handbook that will be distributed to each service site to encourage the utilization of volunteers.
