Marion County Emergency Preparedness Development VISTA
 
 
 
This position joins the Oregon Health Authority’s statewide VISTA team. In addition to activities at your individual site, each member receives additional orientation, training and professional development throughout the year, team retreats and meetings, and the support of the team leaders and project director based at the state public health agency. For more information about the Oregon Health Authority VISTA Partnership Program, please visit: http://go.usa.gov/39Vd5 Marion County Emergency Management proactively plans, reviews, and maintains a comprehensive emergency management program using the whole community approach, but needs to improve our efforts to ensure vulnerable populations enjoy equal benefit the county emergency management program. We view the development of a vulnerable population’s plan/program that draws on partnerships with existing public and private programs engaged in economic development as a critical part of this effort using a strengths-based approach. Ultimately our goal is to reduce the long term economic impact of disasters on low income and vulnerable community members. Without adequate inclusion of these community members themselves and the organizations that can give them a voice, they remain at special risk. The consequences for these groups include serious economic impact, preventable disease and illness due to direct injury, secondary health impacts (such as exacerbated underlying health conditions or behavior health issues), lack of access to care, and serious social justice concerns. This position is located in Salem, the capital of Oregon, and is centrally located in the Willamette Valley, rich with culture, and has easy access hiking and other outdoor adventures in every direct. Within an hour you can reach mountains, the beaches or big city attractions of Portland.

Member Duties : The VISTA will build community partnerships that collaborate with agencies serving populations with access or functional needs, including people with disabilities, who are disproportionately over-represented in low-income communities. They will build the capacity of Marion Polk Community Organizations Active in Disaster by assisting with membership retention and expansion, development of meetings, and programming that will continue to engage existing and new members. They will research grant opportunities in order to increase capacity to maintain and support community partnerships. They will help refine an understanding of the community’s strengths and needs to support county-wide planning with emergency response by building task force membership, which will create program metrics to evaluate the success of these efforts in an effort to ensure inclusion of county populations that are at serious risk of permanent health and economic impacts from an emergency or disaster.
