* BMVP-Mentoring Initiative for Native American Students

Every child has the right to a safe, permanent home. CASA of Yellowstone County facilitates volunteer mentor efforts to support abused and neglected children who have been placed in court system to obtain basic services, including protection from bodily harm and neglect, health / mental health services, education, and food security. Native American children are disproportionately represented in child protection cases (approx. 33 percent) while the overall Native American population in Billings is approximately four percent. Native American children in the foster care system are being served largely by non-Native American foster parents, social workers, and childhood mentors. The most frequent primary factor in child protection cases is parental addiction. Approximately 75 percent of the cases involve parents abusing drugs other than alcohol. Half of the cases involve methamphetamine addiction and a quarter involve other drugs such as opiates and prescription medications. In 2016, 531 children were served through the Yellowstone County court system due to abuse and neglect; the majority of these children come from families living below the poverty level. In 2017, there were 574 cases of child abuse and neglect in Yellowstone County. Nearly 25 percent of all child protection cases in Montana are filed in Yellowstone County. Increasing the number of Native American mentors will provide children with cultural stability and the potential to maintain relationships with extended families and Tribal connectivity. Volunteers ensure children do not get lost in overburdened legal and social service systems and assist in moving court processes forward. Building capacity will alleviate poverty through the provision of mentoring support programs for abused or neglected children so they and their families can access services relating to homelessness, educational needs, and untreated mental health care and addictions; ultimately providing a safe and permanent home for each child.

Member Duties : The overall goal of the project is to improve academic engagement via culturally competent mentor matches for Native American children who have been removed from their homes due to addiction, including methamphetamines and opioids. The VISTA will work to increase the number of Native American mentors, evaluate current mentoring services for Native American children in foster care, and develop and facilitate a Service Enhancement / Communication Plan to promote recruitment efforts. Childhood mentoring support helps to alleviate poverty through the provision of mentoring support to access education, mental health, and addiction services, ultimately providing a safe and permanent home for each child.
