Tribal VISTA: Big Pine Paiute Tribe
 
 
 
For several years, the Tribe has worked to bring solar power to the Reservation. The VISTA will work to overcome the obstacles impeding progress toward this goal. Additionally, the Tribe would like community members to learn the skills needed to install, troubleshoot, and maintain the systems. Big Pine is an ideal place for solar panels. Currently all on the Reservation are hooked to the electric grid, so new solar could be either feed-in or off-grid. These improvements to the electrical grid will impact both residential and tribal organization structures. Programs such as the nonprofit GRID Alternatives would appear an ideal solution for the Reservation, but its programs are designed for places where the energy provider is regulated by the Public Utilities Commission. The electrical energy provider to the Reservation is a municipally-owned utility, the City of Los Angeles Department of Water and Power (LADWP). Tribal staff learned that LADWP has a cumbersome solar incentive program. The VISTA works to dissolve the impediments and clear the path to bring solar to the Reservation. Tasks the VISTA may explore include seeking and applying for grant funding or assistance from GRID Alternatives or a similar entity. The VISTA shall gather electrical usage data from Reservation residents and Tribal offices. The VISTA is concurrently tasked with educating the community regarding conserving energy. Opportunities for ways residents and offices may save electricity, such as weatherization, passive solar considerations, or alternative cooling techniques, may also be identified and shared with Tribal leaders and the community. The ultimate goal is to have the Reservation be an energy producer such that its dependence on electrical capacity from off the Reservation is reduced or at least balanced by the energy produced on the Reservation.

Member Duties : • Seek opportunities for partnerships and grant funding and apply for funding to purchase and install solar panels. • Develop a Protocol for connecting Tribal solar panels into the power grid. • Become an expert on solar technology concepts and communicate effectively with Tribal leaders and Reservation community. • Gather and present reliable data on energy consumption for Tribal offices and residences. • Seek opportunities for trainings or workshops on low carbon footprint/ green /sustainable/ resilient building and work to facilitate engagement by members of the Tribal community. • Develop and promote reduced energy consumption such that Reservation residents and offices make real effort to conserve. Track and report results.
