Tribal VISTA: Big Pine Paiute Tribe
 
 
 
The Big Pine Indian Reservation is located north of the center of Owens Valley, in eastern California, approximately 238 miles north of Los Angeles and 15 miles south of the town of Bishop. Tribal Environmental staff currently comprises six employees: The Environmental Director, Water Program Coordinator, Air Program Coordinator, Environmental Technician, Solid Waste Technician, and Community Garden Worker. The Environmental Department is a busy office with employees who actively engage with the community and other partners throughout the region. Staff works daily with other Tribal staff and meets as needed with elected Tribal leaders. Other Tribal employees include the Tribal Administrative, Fiscal, Housing, Utility, Education, and Cultural offices, for a total of about thirty staff members. The Tribe also has a Development Corporation which operates the Wellness Center, and Tribal Temporary Assistance for Needy Families (TANF) has an office on the Reservation. Climate change presents a serious challenge to the Big Pine Paiute Tribal community. Changes the Tribe may anticipate include higher summertime temperatures, warmer and shorter winters, prolonged periods of zero or very low amounts of precipitation (drought), occasional major winter frontal storms in which more precipitation falls as rain instead of as snow, and occasional localized, intense “monsoonal” storms in summer and autumn. These changes -- some of which the Tribe seems to already be experiencing -- place strain on people and the current built environment, and if particularly intense may exceed the capabilities of current infrastructure and emergency response capabilities. The Tribe is concerned that extreme temperatures, drought, and storms associated with changing climate affect lands off the Reservation as well, and as a result, the Reservation could be adversely affected.

Member Duties : Based on the environmental vulnerabilities identified for the Owens Valley region, there are three key areas the TR/VISTA will address over a three year period: (1) working to identify landscape-level hazards that might result from warming temperatures and developing tools to mitigate potential hazards; (2) assisting the Tribe in achieving solar electric power generation on the Reservation; and (3) furthering the Tribe along its path to food sovereignty. As the Tribe works toward addressing infrastructural vulnerabilities and anticipating and adequately responding to emergencies, the TR/VISTA can move into the next two priorities. Building capacity to generate solar power will take some effort but may also allow for time to begin working on the third priority of furthering food sovereignty. This last, but not least, priority may be ongoing indefinitely, but there are several elements for the TR/VISTA to consider during his or her tenure.
