The overall goal is to improve student school readiness and increase academic engagement by informing and engaging low income citizens / families in Billings about free early childhood literacy programs, and other Library services. The ability of children to read at grade level is the single strongest predictor of future academic and career success. Children who do not read at grade level by the end of third grade are 13 times more likely to drop out of school when compared to their grade-level reading peers. In Billings, the schools with the highest poverty rates have the lowest reading proficiency rates (2013 MontCAS) By age 3, low-income children know less than HALF as many words as their more affluent peers. (United Way of Yellowstone Co.) In Yellowstone County 16% of children under the age of 17 years old, live in poverty. (Yellowstone County Census ) This at risk population are the most vulnerable to miss critical early childhood literacy interaction Nationally, 40% and 49% of fourth and eighth graders, respectively, who are eligible for free and reduced-price meals finished below Basic on the NAEP reading test.

Member Duties : The Summer Associates will be working closely with the Billings Public Library Librarians. The VISTAs will provide program development and delivery by evaluation, enhancing, and carrying out children’s engagement opportunities and activities for summer learning loss prevention programs. This opportunity will teach the Associates pro-active classroom management techniques, how to choose stories for story time, techniques for reading stories, and engage children during activities. The members will develop outreach materials to increase awareness of available education programs among families, children and community members residing in lower income neighborhoods. Project success will be measured by the number of children served and the number of students with improved academic performance.
