NYC VISTA-Peer Mentorship (NYC HRA)
 
 
 
The New York City Office of Child Support Enforcement (OCSE) and OCSE’s Support Through Employment Program (STEP) provides unemployed noncustodial parents access to NYC Department of Social Services-Human Resources Administration-contracted employment services so parents can obtain and maintain employment, and be in a position to make child support payments. Most participants are required to participate in STEP by a New York State Family Court Support Magistrate, although noncustodial parents may also enroll voluntarily. The idea for the STEP mentorship program came from OCSE staff located in the NYS Family Court who observe frustrated noncustodial parents who leave their court hearing with a referral to the STEP program. It is at this point that a mentor can listen, provide emotional support as a peer with similar experience, provide examples of their own experience overcoming barriers to employment and encourage the noncustodial parent to enroll in the program. Opportunities for mentors to continue to support and engage STEP participants through the duration of the program would provide further support to help noncustodial parents stay engaged and obtain and maintain a job. While a portion of these noncustodial parents are enrolled in the STEP program, the vast majority are not but could nevertheless benefit from the support of a peer mentor. The primary work of the VISTA will be to develop and launch structured peer mentorship opportunities for unemployed noncustodial parents who have a case open with the OCSE and STEP. The VISTA would develop the concept and design of the program model, including methods for recruiting, hiring and supervising mentors; options for mentor engagement with newly referred noncustodial parents as well as on-going STEP participants; appropriate training; and methods for tracking and measuring outcomes.
