NYC VISTA-Homeless Programming Innovation (NYC DSS)
 
 
 
This project is a result of the recommendations set forth by the Childcare Task Force convened in late 2016 and will carry out the recommendations set forth by the group. It is a multi-agency collaboration that will build capacity for ongoing childcare access and early education for children experiencing homelessness by doing the following: 1. Promote the use of high-quality full time licensed and regulated day care, with emphasis on ACS EarlyLearn programs and Universal Pre-Kindergarten (UPK) for children experiencing homelessness; 2. Strengthen linkages between the NYC Department of Homeless Services (DHS), other relevant City agencies, and shelter providers to improve access and utilization of appropriate services and maintain adequate monitoring and oversight; and 3. Improve the quality of childcare offered at DHS shelters. The VISTA member will support this effort as a member of the Department of Social Services (DSS), which will provide a unique opportunity to learn about and work with staff from both the DSS, DHS and Human Resources Administration (HRA). The member will learn important skills that can be translated to other positions such as project planning, management and execution, facilitating inter-agency capacity building, and developing quality assurance for social service delivery. The VISTA member will interact with staff from a variety of different City agencies and across all levels of leadership, allowing the member to gain a holistic perspective of New York City government.

Member Duties : VISTA will: Convene and facilitate interagency planning meetings to promote outreach initiatives; develop written materials to communicate the new initiative to shelter providers; write progress reports for task force stakeholders; serve as point person with DHS programs and track shelter providers’ progress in developing linkage agreements with day care programs; develop new procedure and best practices for referring and enrolling families in shelter to EarlyLearn programs; research best practices for drop off day care; survey families in shelter and aggregate data to provide the task force with better understanding of shelter clients’ barriers to accessing child care; document progress toward established goals to present at inter-agency meetings; attend inter-agency Universal Pre-Kindergarten (UPK) outreach meetings to promote UPK enrollment for children in shelter; collaborate with DSS to assist in planning outreach strategies and share data regarding UPK enrollment activity.
