NYC VISTA - NYC Center for Economic Opportunity

The Center for Economic Opportunity’s mission is to help New York City government reduce poverty and broaden opportunity by advancing the use of evidence and data in program and policy design, service delivery, and budget decisions. As a part of the Mayor’s Office of Operations, the Center manages a dedicated annual Innovation Fund and works collaboratively with City agencies and other partners to create, implement, and oversee a range of anti-poverty programs, policies, and research projects. The Center has five units: Data Integration helps City agencies deliver more effective, holistic services through data and facilitates interagency data sharing and integration through established enterprise technologies, data standards and legal frameworks. Digital Product manages a portfolio of citywide digital products and services focused on reducing poverty and increasing opportunity, including ACCESS NYC and Growing Up NYC. Poverty Research develops the Center’s annual NYC poverty measure and generates specialized research on poverty and inequality across geographies and special populations in New York City. Program & Evaluation works with nationally recognized, independent evaluation firms and City agencies to rigorously measure program impacts and provide objective evidence to inform decisions of whether to replicate, eliminate, or scale up programs. Service Design aims to make public services as effective and accessible as possible for New Yorkers by applying a service design approach that is holistic and highly participatory to better meets the needs of residents and service providers.
