North End Community Improvement Collaborative VISTA
 
 
 
The North End community, consisting of census tracts 6, 7, and 16, is a low-income neighborhood in Mansfield, Ohio. The North End and Mansfield in general has a pronounced lack of safe, affordable rental housing options. The Mansfield Metropolitan Housing Authority consistently has a waiting list with 800+ residents seeking affordable rental properties. Over the course of the last decade, more than 300 vacant homes have been demolished on the North End, and surveyed residents indicated that they would like to see the development and construction of new housing. It is noteworthy that NECIC identified the need for housing development from its inception but has been very careful and deliberate to increase the community and agency’s capacity for development. To that end, NECIC previously worked with housing consultant, Laura Junglas from 2009 to 2016, and is currently working closely with consultants Harsany and Associates to build agency capacity and to assist with the planning and predevelopment of affordable North End rental housing. Harsany and NECIC completed a feasibility analysis in 2019, which recommended the construction of 12-20 mixed income rental units. NECIC has engaged community partners including Mansfield Metropolitan Housing, Richland Bank, the City of Mansfield, the Richland County Land Bank, Civista Bank, and other local business and nonprofit partners. This broad network of support helps to ensure sustainable development and demonstrates community wide backing for the construction of new housing.

Member Duties : Seeking a VISTA member to build capacity for NECIC affordable housing development by assisting NECIC staff, partners and consultants to identify and select sites, to work with partners to develop a target population profile, to develop a survey for residents regarding housing aesthetics and amenities desired, to identify funding opportunities, to assist staff to prepare a city CHDO application, to identify necessary services for future tenants, and to assist with the creation of a marketing plan.
