Organize!Ohio Communications Outreach VISTA
 
 
 
The Morelands Group’s work targets revitalization of a historic neighborhood that has undergone rapid racial and economic change. Many residents have been subject to abuse by landlords and owners; over the past eight months, the Group has begun working with tenants and residents by establishing communication, celebrations, and weekly meetings with leadership. Currently, regular email communications, including invitations to join weekly Morelands meetings, are being sent to a list of approximately 30 tenants/residents for whom we have contact information; this list will be expanded through the new Resident Tenant Liaisons to be recruited and trained over the winter. The Group is pursuing formal designation as a “group” for the purposes of the Legal Aid Society, which will allow low-income tenants to utilize services free of charge. An important means of protesting unsafe/ unsanitary housing conditions is submitting rent payments to the Housing Court in lieu of payment to owners. A few tenants currently use this remedy; a February tenants meeting with a Legal Aid attorney will provide detailed information to others who want to take this step. Safety and cleanliness are critical issues in this neighborhood. A Shaker Square Alliance Safety and Security Committee, which has been meeting for two years, has identified an “Ambassadors” program as a promising approach for improving both safety and cleanliness. Ambassadors are neighborhood residents hired to pick up trash, alert police to unsafe conditions, and establish ongoing relationships with residents and business owners. Ambassador programs have been greatly effective in University Circle, Ohio City, Old Brooklyn, and other Cleveland neighborhoods, as well as at Shaker Square. After a demonstration period, these programs have received permanent funding through creation of a “Special Improvement District” which assesses fees from business owners. The Morelands Group is seeking grant funding for a demonstration project.

Member Duties : North and South Moreland Blvds lead to Shaker Square, the central meeting/shopping center of Cleveland’s southeast side. The Square and boulevards are in crisis: The Square is in foreclosure; the boulevards, lined with architecturally distinguished multi-family buildings, have experienced rapid and extreme decline. The area has been ravaged by real estate speculators, buying, trading, flipping and abandoning once highly valued properties. Rapid racial change has occurred; apartments have a 50% vacancy rate. The Morelands Group's goal is to preserve, protect, and advocate for the Moreland corridor. The VISTA will work closely with the Group’s subcommittees (Building Code Enforcement, Beautification, Outreach to Residents, Research, Safety and Security), with residents and landlords, and will be involved in advocacy for the sale of Shaker Square to a responsible owner. The VISTA will work on grants to fund projects such as the ambassador program, tenant organizing, and community events.
