The main vehicle for this project is the implementation of the Roadmap for Solar Development, created through an open, participatory and collaborative process. We believe that renewable energy will play a key role in the new economy of our region, and recognize the strategic value in pairing solar developments on formerly mined lands. A substantial part of our vision for the Solar Roadmap is to convert legacy coal lands and other post-mined land into productive solar energy areas. To the extent possible, we envision this development will also include Abandoned Mine Land (AML) remediation, especially as it intersects with possible RECLAIM or AML Pilot Project funding currently proposed in Congress. The Initiative brings together a diverse group of stakeholders ranging from local Industrial Development Authorities, Educational Institutions and non-profit organizations, as well as small/local business owners and interested community members. Our efforts focus on maximizing local economic and social impact through developing local value chains that utilize existing industrial infrastructure associated with coal mining for the development of renewable energy. The initiative will follow a multi-phase approach. Phase one, which was completed in fall 2017 is the collaborative creation of a Roadmap for Solar Development in Southwest Virginia. The Roadmap lays out the opportunities, financing strategies and partnerships necessary to effectively develop a solar industry cluster in the region. Now in it’s third year, we are well into the implementation process of the Roadmap. In 2017 the Workgroup supported the launch of a residential solarization program in Wise County. There is strong support for another round of this program in 2019 and should the program continue, The VISTA will play an important role in planning and implementing another residential program.
