Resilience AmeriCorps Nonprofit Liaison VISTA
 
 
 
Following Hurricane Irene, Tropical Storm Lee and Superstorm Sandy, Governor Andrew Cuomo centralized recovery and rebuilding efforts in impacted areas of New York State, creating the Governor’s Office of Storm Recovery (GOSR). Governor aimed to address communities’ most urgent needs, while also encouraging the identification of innovative and enduring solutions to strengthen the State’s infrastructure and critical systems. Operating under the umbrella of NY Rising, GOSR concentrates aid to four main areas: Housing Recovery; Small Business; Infrastructure; and Community Reconstruction. The NY Rising Community Reconstruction Program (NYRCR) Program is a participatory recovery and resiliency initiative established to provide assistance to communities severely damaged by Superstorm Sandy, Hurricane Irene, and Tropical Storm Lee. This program empowers the State’s most impacted communities to develop thorough and implementable reconstruction plans to build physically, socially, and economically resilient and sustainable communities. The NYRCR Program is now working with local partners to implement recovery and resiliency projects proposed in the NYRCR Plans. In most cases across the State, local governments are implementing projects, with support and technical assistance provided by GOSR; however qualified nonprofit organizations are eligible and found to be productive implementation partners. One such project, the NY Rising Community Center Program, spans the majority NYC communities. This program has created a network of resilient facilities in storm-impacted communities where nonprofits are providing expanded recovery and preparedness services. GOSR is facilitating coordination efforts between all NY Rising Community Centers, as well as local government first responders, and other community-based disaster recovery groups.

Member Duties : Serve as POC for NY Rising Community Center service providers, reporting on status of services; Represent GOSR at workshops and events with the intent to build rapport, and deeper network connections; Coordinate regular summits of NY Rising Community Center service providers (NYC CBOs), to strengthen coordination between the network of resilient community based organizations; Develop a content circulation method, such as a newsletter, to share progress and strategies among service providers; Facilitate the development and/or enhancement of community resilience/preparedness plan(s) to prepare for climate and other risks; Maintain technical assistance materials and monitor service provider use and understanding of the tools; Work to identify alternative sources of funding to support the lasting impact of GOSR-funded services; And engage GOSR regional teams in the evaluation of social resilience projects to identify opportunities for implementation with nonprofit organizations.
