North Hartford Promise Zone - Community Engagement VISTA

Under the Promise Zones initiative, the federal government is investing & partnering with “high-poverty, high capacity” communities in the country & supporting the implementation of neighborhood revitalization strategies focused on job creation, increased access to quality, affordable housing, expanded educational opportunities, improved public safety & improved health outcomes. Promise Zones benefits include technical assistance, federal staff support, & access to preference points for existing federal grant programs. The North Hartford Promise Zone (NHPZ) is engaging at least twenty public, nonprofit, & institutional partners geared toward improving outcomes for the target area's low-income residents & to create a more efficient & effective social service delivery system that will support the success of residents. Under the executive leadership of the Mayor, the City is working in partnership with various stakeholders & the City's own resources to coordinate efforts & cross-sector partnerships, to advance neighborhood revitalization & create a safe prosperous future for residents. The NHPZ has identified the following seven goals as instrumental to increasing the quality of life and accelerating efforts to create comprehensive community revitalization. 1) Increase resident's net income, financial capabilities, long-term job retention & net worth over time. 2) Attract & retain businesses in the North Hartford Promise Zone commercial corridors. 3) Reduce crime & improve community safety as part of a comprehensive strategy to advance neighborhood revitalization. 4) Increase the number of high school graduates that are college & career ready. 5) Create programs that assist promise zone residents with preventing foreclosure & provide low-to moderate income individuals and/or households decent, affordable & sustainable rental, home ownership, & home improvement opportunities. 6) Improve the emotional & physical development of high-risk children & families.
