Opportunity Council - Higher Education Access VISTA
 
 
 
Bellingham Technical College (BTC) provides a gateway for residents living in poverty to access adult basic education and workforce training. This VISTA project will help BTC reach over 800 students who face poverty achieve success in reaching their career goals through increasing financial literacy and financial management skills. Programs which focus on providing standard academic knowledge, literacy, and job skills are vital in helping those living in poverty increase their wages and improve their economic status. One of the primary barriers to accessing adult education are high poverty levels, coupled with low financial literacy and management skills. This project will increase access to education and improve financial literacy and asset management skills for citizens in poverty by supporting the development of an expanded, effective financial aid, literacy and management support system for members of these populations. The Opportunity Council is a private non-profit community action agency serving Whatcom, Island and San Juan counties. The mission of the agency is to act as a catalyst for positive change, both in the community and in the lives of the people it serves. Beyond this, the Opportunity Council houses 11 AmeriCorps VISTA positions throughout Whatcom County, acting as an intermediary agency between the individual sites and the national VISTA program.

Member Duties : The VISTA will: 1. Develop instruments to assess financial service needs and gaps in financial literacy and management skills for targeted students. 2. Develop research strategies and assessment approaches that determine best practices to help those in poverty gain access to financial aid resources and enhance financial literacy and management skills maximizing “free” funding in order to decrease overall debt load. 3. Build measurement tools to measure progress towards targeted students gaining access to financial resources and improvement in financial literacy and management skills. The VISTA will also be responsible for fulfilling VISTA member duties such as, but not limited to, participating in National Days of Service including MLK Day, Ceasar Chavez Day and National VISTA Week. Members will also attend monthly VISTA meetings facilitated by the intermediary agency.
