Increasing the impact of affordable rental housing
 
 
 
IHCDA’s mission is to provide housing opportunities, promote self-sufficiency, and strengthen communities. The largest and most successful program to create new affordable rental housing is the Section 42 program. IHCDA serves as the allocating and monitoring agency for Section 42 for the State of Indiana and has a portfolio consisting of approximately 700 properties containing over 40,000 units of affordable housing. Through this VISTA opportunity, IHCDA seeks a candidate who will work with the agency for a year to conduct a series of research projects to analyze the effectiveness of IHCDA’s Section 42 policy, specifically the Qualified Allocation Plan (“QAP”). The QAP outlines IHCDA’s funding priorities and processes. At the end of the VISTA term, the VISTA will provide to IHCDA a series of recommendations on (1) how to improve the Section 42 program in Indiana and (2) how to continue to analyze its program performance by creating replicable methodologies for ongoing research.
