MSTL- Dutchtown South Empowerment Infrastructure VISTA
 
 
 
Dutchtown South Community Corporation is seeking to build our capacity for serving our community in our two main focus areas of “Housing Development and Stabilization” and “Community Facilitation”. Their main roles will be to strengthen our organization’s efforts to support our service area residents with access to information related to housing as well as provide residents with tools for better engaging in decisions about public infrastructure and development in their neighborhood. In regard to community facilitation we see a VISTA working to support our wider community empowerment infrastructure. We support many community organizations such as the business districts and participatory budgeting processes. We would like to centralize these outreach and engagement of residents through an analysis of the current tools and modes of community communication and to re-establish our “community empowerment” committee and “youth council” with a new approach. Instead of building traditional “block teams” with “captains” we envision an affinity group model as a coalition of smaller committees that can be responsive and flexible, yet keep initiatives aligned to broader neighborhood plans. Neighborhood plans are formal documents adopted by the City of St. Louis for strategic land use and other development related issues. These land use guidelines are created through a community process and should directly related to community concerns.

Member Duties : The Empowerment Infrastructure VISTA member will build the capacity of DSCC by developing a volunteer and committee membership base and supporting the piloting of social enterprise models for community programs that are grounded in core community development assets and issues in communities that directly impact low income residents in South St. Louis City, specifically in Dutchtown, Gravois Park, Marine Villa and Mt.Pleasant.As a result of the VISTA member’s service more residents will become civically engaged as leaders and connectors to resources in communities, increased participation in local decision making bodies, and at least one new social enterprise model will be piloted to support sustainable programing in our community. When residents are engaged in neighborhood level decision-making processing, research shows an increase in social capital and overall neighborhood stability. Increased neighborhood stability is essential do decreasing the poverty level in the neighborhood.
