The Governor's Office of Storm Recovery (GOSR) has centralized recovery and rebuilding efforts in New York State communities impacted by Hurricane Irene, Tropical Storm Lee, and Superstorm Sandy. In participation with the first-year Resilience AmeriCorps pilot, GOSR is engaging two AmeriCorps VISTA members in ongoing recovery initiatives, with particular focus on the NY Rising Community Reconstruction (NYRCR) Program. The NYRCR Program is a participatory recovery initiative established to provide assistance to 124 communities severely damaged by Superstorm Sandy, Hurricane Irene, and Tropical Storm Lee, by directly engaging local stakeholders in a bottom-up approach to rebuilding communities in a resilient manner. GOSR has allotted more than $700 million in federal funds to support the planning and implementation of community-developed projects, with a particular focus on the most vulnerable populations in these impacted communities. The NYRCR Program is now working with local partners to implement recovery and resiliency projects proposed in the NYRCR Plans. In most cases across the State, local governments are implementing projects, with support and technical assistance provided by GOSR; however qualified nonprofit organizations are eligible and found to be productive implementation partners. An evolving need in the implementation phase of the program is the engagement of additional nonprofit organizations as project subrecipients across the state, as well as the coordination and monitoring of selected nonprofit subrecipients.

Member Duties : Based in the GOSR headquarters, engage NYRCR regional teams across NY in the evaluation of NYRCR projects with a social resilience focus to identify opportunities for implementation with nonprofit organizations; assess the implementation of projects by nonprofit organizations, to determine what is working, could expand, and where there are gaps in resilience activities; support nonprofit subrecipients in building volunteer networks; work with NYRCR regional teams and nonprofit partners to facilitate stakeholder engagement; develop education and outreach materials; facilitate the development and/or enhancement of a community resilience/preparedness plans; collaborate with fellow Resilience AmeriCorps Member in the support of the NY Rising Community Center (NYRCC) Program, and identify opportunities to adapt for state-wide implementation; utilize the NYRCR network to enable economies of scale in response; and cultivate connections to, and applications for Resilience AmeriCorps tools.
