Outreach Coordinator / Natural Gas Conversion (Fairbanks)
 
 
 
VISTA will participate in a dynamic project to bring natural gas to the Fairbanks community. This project addresses the economically stifling prices for home heating and energy in the Alaska Interior; residents are consistently paying the highest energy costs in the nation. These high costs, and severe weather conditions have driven residents to find other ways to heat their homes and businesses, many times with wood and toxic materials such as garbage, waste materials and even tires. In turn, this has created an environment rife with wood smoke and toxic air that has threatened the health of the community, and the quality of life. This problem is so bad, that the Fairbanks North Star Borough (FNSB) has been mandated by the EPA to address this poor air quality before intervention. This VISTA project is a micro-targeted focus in a larger picture to help Interior residents convert to natural gas. The main issue to be addressed is how to find, educate and assist people below the poverty level to understand the benefits of switching to natural gas, leading to successful conversion rates within this population. The VISTA will be the lead program designer to understand the specific numbers, lifestyles and patterns specific to below poverty residents. This project will develop elements of a program for participation of income-restricted residents, but focused on below poverty residents, and implement this program where conversion rates are realized at a rate of 77% or higher.

Member Duties : VISTA will participate in a dynamic project to bring natural gas to the FNSB community. Specially, the VISTA will be responsible for program development of a conversions program to focus on low-to-middle income residents. VISTA should be self-motivated to tackle a complex problem of implementing a program with this particular focus. Excellent research and writing skills are required, and a general understanding of federal grants is encouraged. VISTA will be responsible for finding possible funding sources and applying for funds and creating a program which implements the use of these funds. The start-up utility and program offers individuals an opportunity for creativity and a chance to make real difference in the future of the Interior. VISTA should be interested or have experience in energy efficiencies, program management, and professional speaking and writing, and should be able to adapt quickly to changing circumstances and project outlooks.
