BMVP - Statewide Poverty Impact & Equal Opportunity
 
 
 
The Montana Department of Commerce works to enhance and sustain a healthy economy so Montana businesses, communities, and people can prosper. For too many people, housing choices can be constrained through discrimination, the operation of housing markets, capital investment choices, regional history / geography, and development patterns of the built environment. These factors contribute to segregation, racially concentrated areas of poverty, and unequal access to vital community assets that shape life outcomes and income status. The overall poverty rate in Montana was 14.6% in 2016 and nearly 25% of all rental housing units across Montana are not affordable or available to households with limited income. Economic and racial segregation are characteristics of communities that do not support upward economic mobility. Segregation also leads to chronic unemployment, poverty, and increased crime rates. Neighborhoods with concentrated poverty: lack public services and infrastructure; offer few employment opportunities; perpetuate underperformance in schools; result in increased health risks; and promote housing cost burden. There is significant evidence of minority segregation and correlating poverty across Montana. In Billings, Great Falls, Missoula and Helena, concentrations of minorities are only present in poverty-stricken neighborhoods. Fair housing work is essential for families trying to move out of poverty, as it removes discriminatory barriers that prevent access to housing, education and employment opportunities. Housing mobility improves access to high-performing schools, adequate infrastructure / transportation systems, access to health services, and higher paying jobs. This project is designed to impact poverty through the development and implementation of a comprehensive plan to overcome barriers to housing choice and promote inclusivity.

Member Duties : Join the Montana Department of Commerce to promote equal opportunity! The overall goal of this project is to develop and implement a statewide plan to overcome barriers to housing choice and promote inclusivity. This will reduce concentrated poverty while improving access to: quality education; affordable housing; employment opportunities; and healthcare. The VISTA member will assist in the: identification of minority concentrations residing in poverty-stricken neighborhoods; evaluation of housing access disparities and disproportionate housing needs; and the identification of factors contributing to segregation and racially concentrated areas of poverty.
