Data Driven Decision-Making
Indiana Housing & Community Development Authority’s (IHCDA) views itself as an organization committed to innovation. Key to that innovation is empirical support for what we do, driven by the right data. A key component of efforts to collect and disseminate data is the Data Management System. Designed as a comprehensive repository for the collection, analysis and dissemination of data, DMS has been developed by a private software firm and IHCDA, with close consultation with our partners. DMS is an application designed to manage, process, and track all development projects and funds from award through compliance. The flexible platform also allows non-profits, developers, and owners to submit applications, generate claims, and report compliance data regardless of funding source. The online reporting system offers transparency. Now developers and owners can see when and why a project is out of compliance in real time, improving customer service. Claims are submitted electronically for review by project staff. As a claim moves through the approval process, accounting staff can also track funds and award balances and reconcile submitted claims with actual disbursements. Key to the effectiveness of DMS, however, is the development of reports that provide both IHCDA and its partners with timely and accurate information from DMS to foster decision-making. In addition, IHCDA works with a range of other data systems, such as Homeless Management Information Systems, Indiana Weatherization Assistance Program (another proprietary database developed by IHCDA in close cooperation with a consultant), and our system for managing Energy Assistance Program dollars. Through improvement of our data collection and management systems, as well as integration of those systems into our decision-making processes, The Indiana Housing & Community can both improve customer service and build the capacity of our partners to make empirically informed decisions within their own organizations.

Member Duties : 5. We anticipate that the VISTA placement would include the following tasks: (1) Develop a thorough understanding of and facility with the databases managed by IHCDA; (2) Through surveys, interviews and focus groups, work with IHCDA staff and community stakeholders, including low-income persons and the agencies serving them, to determine the degree to which IHCDA research and database work can benefit local communities--this would include understanding precisely what feedback community residents wish to provide regarding IHCDA evaluation and research efforts. In addition, determine the steps necessary to build IHCDA staff capacity to effectively review market studies and related research as part of the process of reviewing funding applications; and (3) Responding to that community feedback and that assessment, develop communication systems to and from IHCDA to maximize the impact of our research and data collection efforts.
