Community-based Housing Development Organization Development
 
 
 
Community-based Housing Development Organizations (CHDOs) are nonprofit organizations that (1) have among their purposes the provision of decent housing that is affordable to low-income and moderate-income persons; (2) maintain accountability to low-income community residents by maintaining at least one-third of its governing board's membership for residents of low-income neighborhoods or their representatives; and (3) have a demonstrated capacity for the production of affordable housing. New federal requirements present the challenge of increasing the number of qualified CHDOs serving Indiana, but also the opportunity to systematically build new and strengthen existing CHDOs by working with residents of low-income communities and their partners to increase the number of qualified organizations serving the housing needs of their neighborhoods, as defined by low-income residents. Through this placement at the Indiana Housing & Community Development Authority (IHCDA), a VISTA member can help to develop those systems by (1) Identifying and forming plans to address the capacity needs of current and potential CHDOs; (2) Working with low-income residents, local units of government, nonprofit partners (including but not limited to the Indiana Association for Community Economic Development and the Indiana Community Action Association) to execute those plans throughout the state; (3) Developing systems to support effective asset management by placement site staff, working closely with CHDO Boards and staff throughout the state; (4) Working with placement site staff and community partners to develop a risk rating system that takes into account factors such as financial condition, staff capacity, governance and market risk; and (5) Developing documentation that will allow IHCDA staff and partners to continue to build strong CHDOs and strong asset management procedures after the VISTA term is ended.

Member Duties : 2. By working with IHCDA, key partners (including particularly but not solely the Indiana Association for Community Economic Development) and local communities to develop systems to increase the number, impact and health of CHDOs in the state, the VISTA will facilitate a short-term intervention with lasting impact on local communities and on IHCDA's ability to serve them. We anticipate that this position would include the following key tasks: 1) Craft and implement a plan to improve the capacity and community responsiveness of Community-based Housing Development Organizations throughout the state (particularly lapsed and potential CHDOs) and taking into account the requirements of the new HOME CHDO rules. 2) Address specific capacity needs on a one-on-one basis; 3) Develop training manuals and related materials to institutionalize the VISTA member's efforts.
