Indiana Statewide Homelessness Prevention Project
 
 
 
1. The Indiana Balance of State Continuum of Care (IN-BOS COC) is the planning body for initiatives in ending homelessness in Indiana. To do so, this group supports the development and ongoing maintenance of a strategic, comprehensive system to address homelessness. The Indiana Housing & Community Development Authority has worked with our partners to establish an independent board of directors for IN-BOS COC, with representation from homeless service providers and community partners as well as formerly homeless individuals; the board also maintains an active committee structure to reach specific outcomes in furtherance of IN-BOS COC goals. IN-BOS COC also works with Regional Planning Councils throughout the state to coordinate local efforts with statewide strategy. A key component of furthering our efforts is communication, coordination and technical assistance to local nonprofit and government partners. To that end, the VISTA placement will develop and implement a communications plan to increase and improve communication between board members, between the board and local service providers, between the board and its committees, between the Regional Planning Councils and the Board; among Regional Planning Councils, between the board and local stakeholders, and between the Continuum and homeless service providers who are not currently part of the system, including faith-based organizations. A second component of the member’s work relates to the development and refinement of a statewide Coordinated Access/Assessment system, to allow any partner to serve as a "front door" through which any person or household in need of any service in any community in Indiana can access precisely what they need in order to prevent, shorten, or avoid the recurrence of an episode of homelessness. Finally, the member will facilitate training and technical assistance for board members and for members of Regional Planning Councils to further these goals.

Member Duties : Working closely with the Indiana Balance of State Continuum of Care Board and IHCDA staff and partners, the Member will develop and implement: (1) A strategy to improve participation in both HMIS and Coordinated Access and Assessment efforts; (2) A strategy to improve both IHCDA's Point in Time Count and its Housing Inventory Chart for purposes; (3) Systems to communicate CoC priorities and activities to the broader community and to solicit community feedback from interested low-income stakeholders; (4) An organizational development strategy to improve the board's capacity to: Function as a working board, make decisions based on complex data and complicating factors, and solicit and respond in a meaningful way to feedback from stakeholders; (5) An evaluation protocol based on this strategy to gauge the impact of both the VISTA's work and IHCDA's work more generally; and (6) Training and technical assistance materials to institutionalize the VISTAs' efforts.
