*BMVP - Community-Wide Opioid & Meth Response Initiative

Opioid and methamphetamine use is on the rise in Billings as evidenced by an increase in drug-related crime, deaths, child abuse / neglect, and overflowing jails. While there are some efforts to highlight this epidemic, there is a lack of detailed data relative to needs and response priorities in Yellowstone County. Drug use lowers productivity, reduces / eliminates earnings, adversely affects educational achievement / attainment, withers family ties / support, and consequently results in poverty. A recent Community Health Needs Assessment indicated that 72.9% of low-income Yellowstone County residents reported their lives being negatively affected by substance abuse (2019-2020). The Assessment also noted that methamphetamine and prescription medications, heroin, or other opioids are presumed the most problematic substances abused in Yellowstone County. Opioids are the most common substance associated with drug poisoning deaths in Montana and Yellowstone County has the highest number of drug-related deaths in the state (2017). A localized, community-wide assessment and coordinated response to the drug epidemic in Yellowstone County would mobilize resources to increase access to: health education on addiction; social service / substance abuse support; and prevention, intervention, and treatment programs. This three-year project is designed to build the capacity of the community and local organizations to respond to an increasing drug abuse epidemic. This project will help alleviate poverty by connecting low income and addicted persons to programs that provide substance abuse treatment, health and wellness, life-skills, education, and employment services so they may achieve success in acquiring a healthy lifestyle and the opportunity to move out of poverty. This project will be managed through the City of Billings - Community Development Division.
