The Maryland State Board of Education reported that Baltimore City’s 2012 high school drop-out rate was 14.1% -- compared to a 10.3% drop-out rate in the state of Maryland overall. According the Casey report, the lifetime earnings of a high school dropout are estimated to be $400,000 less than those of a high school graduate. Yet, the path for youth through the education system and into the workplace is often limited to a narrow route in a single system. Disconnected young people who do earn a high school diploma or GED often lack the support needed to transition to post-secondary education, and those who do can find themselves paying for non-credit remedial programs in community college. The unemployment rate for Baltimore City youth 16 to 19 years of age is 76% and 44% for youth 20 to 24 years of age. Average annual earned income for youth 19 to 21 years of age is $14,880—well below Baltimore’s established living wage of $22,000. The Baltimore City Mayor’s Office of Employment Development (MOED) is seeking an AmeriCorps Volunteer in Service to America (VISTA) to join its Youth Opportunity (YO!) Baltimore program for one year. The dual goals of this VISTA project will be to: 1) strengthen the YO! program’s capacity to recruit and manage volunteer academic tutors to work with YO! members, and 2) to develop a tool for evaluating tutors’ effectiveness to ensure that their work has a measurable impact on YO! Baltimore members’ academic skills – and employability – in the form of tangible grade-level gains in math and/or reading. YO! Baltimore serves young people age 16-22 who are disconnected from the education system and the workforce, and creates alternative pathways for their success. In addition to job skills training, the program emphasizes the importance of gaining academic skills leading to a high school credential and post-secondary education.

Member Duties : The VISTA would create/pilot a formal tutoring program at the YO! Westside Community Center, and would be responsible for: (a) developing relationships on behalf of YO! Baltimore with local colleges, universities and other organizations that can serve as resources for recruiting volunteer tutors; (b) creating a formal system for recruiting volunteer tutors; (c) training tutors, and creating a tutor training program, complete with materials and guidelines; (d) developing a tool to evaluate/measure the impact of volunteer tutors’ work to ensure that YO! members who receive tutoring services achieve grade gains.
