PathWays PA/ IAC COC

Indochinese-American Council’s Mission: To help disadvantaged, multi-racial minority Americans including newly arrived refugees and immigrants from all parts of the world to achieve social, economic and educational advancement and mobility. IAC is located at 4934-36 Old York Road, Philadelphia, PA 19141. IAC supports adult basic education (ABE) and ESL students achieving their employment goals. To this end, IAC is developing a curriculum to customize and expand our services to better meet students’ needs. The majority of program participants will come from the 19141 and 19120 zip codes. In Philadelphia, 79.4% of those ages 25+ are high school graduates, in zip code 19141 the figure is only 69.1% and in zip code 19120 it is 65.2%. The median household income is $36,251 for Philadelphia, $31,588 in zip code 19120 and only $25,861 in zip code 19141. The unemployment rate is 9.31% in 19141 and 8.98% in 19120. The population living below the poverty line is 25.8% in 19141 and 24% in 19120. Further, 11.8% of those in 19141 and 12% in 19120 are below 50% of the poverty level. The major employers in 19141 or 19120 zip codes (La Salle University and Einstein Medical Center) require higher-level skills for anything beyond entry-level jobs. They are good prospective employers for those moving to postsecondary education. However, most employed residents of Logan/Olney work in small businesses such as the 150 businesses that provide prepared food, 8 pharmacies, 17 car dealers, and 6 auto parts stores. While there is extensive information on employers’ needs, there is little information specific to the needs of small employers. This project will focus on collecting and analyzing information about the needs of employers in the Logan/Olney community and using this information in IAC’s instructional programs to better meet the needs of local businesses and of IAC’s program participants.
