NH Council on Developmental Disabilities Outreach VISTA
People with disabilities have historically been among the most marginalized, neglected and impoverished members of our society. Until the 1970s, in New Hampshire as elsewhere, children and adults with disabilities were routinely institutionalized, often in horrendous conditions, while their families were encouraged to abandon them. Children were often denied access to education, and community supports and employment opportunities were nearly non-existent. To society at large, people with disabilities were largely invisible. New Hampshire made history as the first state to close its state-run institution for the developmentally disabled and transition to a system of community-based care. Federal laws now allow children with disabilities the opportunity to receive an education in an integrated setting with other children. Enormous progress has been made, and in New Hampshire the Council has been at the forefront of many of these changes. Yet many people with disabilities continue to face enormous challenges in their efforts to be fully and meaningfully included in society. Many people with disabilities who want to work are either unemployed or underemployed. Employers often do not recognize the capabilities of disabled workers. Unfortunately, government programs that people with disabilities rely on are often based on financial eligibility criteria that encourage dependency on the government and discourage productivity and accumulation of assets. Fear of loss of benefits discourages many from seeking employment or improvement of their economic status. The Council, through public education, can play an important role in helping to address prejudice, low expectations and the perpetuation of poverty.

Member Duties : TThe VISTA project will encourage New Hampshire communities to better support individuals with disabilities to fully engage in community life and expand opportunities for competitive employment and career options, in order to ameliorate poverty and improve the socioeconomic status of people with disabilities. The project will help make people with disabilities more “visible” in a positive, pro-active manner. The VISTA will develop and utilize all forms of media such as social media, press releases, newsletters etc. to highlight the capabilities of people with disabilities to become employed and contribute to their communities. The VISTA Member will help expand the number of volunteer opportunities and assist in recruiting, training and managing volunteers. The VISTA project will also build on work that has already been done to provide people with disabilities and their families improved access to information about services and supports available at all ages and stages of life.
