NJ State Library - NJSL+Partners Literacy Evaluation (LitMN)
 
 
 
The New Jersey State Library (NJSL), through an American Rescue Plan Act of 2021 (ARPA) grant from the Institute of Museum and Library Services (IMLS), created the NJSL+Partners Literacy Grant Project to establish public libraries as local literacy hubs that support residents in achieving literacy (digital, financial, workforce, adult basic, English language). Two pilot projects were developed: Pilot 1 Hub and Spoke Libraries uses a Hub and Spoke model for developing literacy programs at public libraries using model established by and in alignment with Plainfield Public Library. Pilot 2 Access Navigators Program managed by NJLA uses a Navigator model that brings trained staff to libraries to work with residents in need of services. Through the program models of the NJSL+Partners Literacy Project, and this associated VISTA evaluation project, NJSL aims to fill the digital literacy gaps of NJ residents statewide. The 15 public libraries offering digital literacy services through program model 1 are located in 13 of NJ’s 21 counties. Program model 2 plans to provide services in 12 public libraries distributed evenly throughout the state. The two models will likely place at least 1 library-based digital literacy center within a reasonable driving distance for NJ’s 9.2 million residents. This VISTA project seeks to assess the effectiveness of the NJSL+Partners Literacy Project, an effort to provide digital literacy through 2 different program models, including a Hub and Spoke concept (model 1) for providing basic and advanced digital literacy at public libraries and a navigator model (model 2) to provide basic digital literacy through rotating staff at public libraries. An evaluation conducted by a VISTA member will allow adaptation of models with an eye toward improved effectiveness. The result will be improved program implementation of both models to serve people in poverty and position them for workforce success. Additional benefits: Work phone; hybrid schedule.

Member Duties : Play a critical role in developing evaluation plan & activities, gain experience in program evaluation, database management & community needs assessment; Review curricula for models 1 & 2, identify new outcomes & design curricula to address outcomes; Meet partners, learn about the models, develop relationships and evaluation approach/activities & implement evaluation activities; Review & critique goals, milestones for models, and establish benchmarks for learners & libraries. Build capacity by assessing effectiveness & viability of the two program models by examining: if strategy for selecting libraries was successful addressing people who live in poverty; whether models achieve similar results; success factors & key barriers to implementation.
