Virginia Housing Alliance VISTA – Rappahannock-Rapidan
Virginia Housing Alliance’s (VHA) VISTA project is a statewide project that works to expand affordable housing opportunities and end homelessness throughout the Commonwealth of Virginia. VHA’s VISTA project aims to develop viable communities by promoting integrated approaches that provide decent housing, suitable living environments, and expansive economic opportunities for low and moderate-income persons. The Rappahannock-Rapidan Regional Commission (RRRC) acts as the lead agency for the Foothills Housing Network (FHN), a Local Planning Group of the Balance of State Continuum of Care. The VISTA member will focus on enhanced data tracking and analysis for decision making within the Local Planning Group (LPG), implementing training for FHN member organizations and their employees, to include housing first, case management, and new processes and procedures while using a lens of racial equity, and developing a broader, standardized Access System. The VISTA will also support efforts by RRRC and FHN partner organizations to increase public knowledge regarding poverty, homelessness, and the need for affordable housing within the region through strategic outreach efforts, other organizations with similar missions, and to the general public.

Member Duties : The VISTA will work to improve the Homeless Crisis Response system through capacity building and active participation amongst FHN Board members, agency partners, and faith-based organizations in the Coordinated Entry System to ensure individuals experiencing homelessness may access emergency shelter 24/7. They will ensure that data entry and coordination are aligned with new US Dept. of Housing & Urban Development (HUD) data elements, future data integration projects, and quality assurance in regards to COVID-19 related Homeless Management Information System (HMIS) projects. The VISTA member will also work to establish a formalized process to address racial, ethnic, and gender disparities in FHN’s community’s homeless services system. Other duties will include improving outcomes and performance tracking systems within the local planning group (LPG), utilizing HMIS data in coordination with LPG service providers, and identifying potential changes that will improve efficiency of HMIS.
