PHENND Fellows: Child Wellbeing Coalition Coordinator
 
 
 
Voices for Children Coalition (VFC), a project of CASA Youth Advocates, is a countywide coalition working to improve the safety, wellbeing, and long-term outcomes of children and youth in Delaware County. Launched in 2019, VFC brings together service providers, school personnel, government agencies, legal advocates, nonprofit leaders, and community members to address systemic barriers that impact children across child welfare, education, behavioral health, economic security, and community safety. Through research, policy analysis, community engagement, and public education, the coalition identifies gaps, elevates community voice, and mobilizes collaborative advocacy to advance equitable policies that support children and families. VFC hosts monthly Action Team Meetings that bring 15–30 cross-sector partners together to review data, share emerging challenges, and coordinate advocacy around local and statewide priorities. The coalition also convenes youth with lived experience through its Youth Advisory Council, conducts educational outreach, and develops public-facing tools to promote transparency and accountability in how systems serve families. CASA Youth Advocates has served Delaware and Chester counties for over 30 years, providing court-appointed volunteers for abused and neglected children. With VFC as its policy and coalition arm, the organization blends direct experience with systemic advocacy to influence the policies that shape children’s lives. The Policy & Coalition Advocacy Fellow will help strengthen the coalition’s research, outreach, and public education infrastructure to deepen community impact and expand opportunities for families to shape change.

Member Duties : The overarching goal of this project is reduce the impact of poverty on child wellbeing in Delaware County. The VISTA will do so by strengthening the coalition’s research, public education, and community engagement infrastructure. Specifically, the VISTA will 1) Develop systems and reusable templates that translate complex state and local policy and budget decisions into clear, accessible tools for families and partners; 2) Support and coordinate Action Team Meetings, youth engagement efforts, and strategic outreach to align cross sector partners around shared priorities; and 3) Build long term sustainability by creating standardized processes, resource libraries, and communication systems that increase organizational efficiency and community participation. The VISTA will gain experience in systems change strategy, policy analysis, facilitation, coalition building, and capacity development while holding meaningful responsibility for project design, implementation, and evaluation.
