MCNCE- VISTA Workforce Systems Design Coordinator
 
 
 
Workforce Development & Community Education at City College MSU- Billings delivers flexible, non-credit training and programs designed to meet Montana’s workforce needs and support lifelong learning. Courses span high-demand industries, including education, healthcare, business, skilled trades, STEM, IT, and legal services. The goal of this three-year VISTA project is to build institutional and community capacity to design, implement, and evaluate employer-informed, non-credit workforce micro-pathways, beginning with a healthcare pilot aligned with regional workforce shortages. The project expands access to short-term credentials that create entry points into high-demand, living-wage careers for low-income and underserved populations. This year the focus will be in ‘Partnership Development and Strategic Systems Design’. The VISTA member will conduct employer outreach and workforce needs assessment with regional healthcare providers, co-design micro-pathway credentials, and develop a prototype tracking and evaluation framework. This phase will also support financial modeling and systems alignment to position programs for Workforce Pell eligibility. By building "micro-pathways" co-designed with healthcare employers, this project creates direct pipelines for underserved populations to transition quickly into high-demand, living-wage careers, thereby reducing future poverty. This initiative ensures that these life-changing educational opportunities remain affordable and accessible for these underserved populations. Montana Campus Network for Civic Engagement (MCNCE) serves as the intermediary for this project. MCNCE is a coalition of colleges and universities dedicated to fostering civic engagement, service learning, and volunteerism across Montana. Led by CEOs from participating institutions, MCNCE works to improve community life and educate students on civic and social responsibility, preparing them to be thoughtful, compassionate, and engaged leaders.

Member Duties : The VISTA member will build institutional capacity by conducting a comprehensive healthcare workforce needs assessment, integrating labor market data, stakeholder interviews, and an analysis of existing barriers like childcare and transportation that impact current shortages. To ensure long-term sustainability, the member will design an employer outreach strategy, establish a formal advisory group, and identify aligned internship, apprenticeship and work-based learning opportunities. Furthermore, the role involves modernizing data dashboards, development and/or improvement of existing data tracking systems for: enrollment, completion, credential attainment & employment outcomes, and identifying diverse funding streams that align with this project. This work culminates in an "Impact and Sustainability Report" to guide future workforce alignment and poverty reduction efforts at City College. https://mtengage.org/americorps/application/available-positions/
