Stewards VISTA: Floyd County Economic Development VISTA Y1
 
 
 
Floyd County, in the heart of Eastern Kentucky, has long contributed to America’s energy independence through coal production. But economic shifts and the 2022 Central Appalachian Floods have deepened challenges facing this region—damaging hundreds of homes and straining already limited infrastructure. With a population of roughly 35,000 and a housing shortage exceeding 1,400 units, Floyd County is working hard to secure its future through practical, community-led solutions. In 2022, the county was selected as one of eight communities to participate in the BRECC initiative, aimed at helping coal country build more resilient and diverse local economies. With support from the West Virginia Hub, over 15 local leaders helped craft a strategic Economic Diversification Plan focused on business development, housing, infrastructure, and workforce readiness. We are now looking for a motivated VISTA to help put this plan into action. This includes supporting the development of affordable housing, launching workforce training programs, repurposing brownfield properties for new uses, and designing a Community Resilience Hub. The VISTA will also support efforts to identify cost-saving infrastructure improvements, including utility efficiency initiatives that can ease the burden on low-income families. This position is ideal for someone with a strong interest in economic development, project management, and community resilience—especially those who want to be part of helping rural America lead through change while holding onto its values and identity.

Member Duties : The AmeriCorps VISTA serving as the Economic Development Coordinator in Floyd County, Kentucky will support efforts to coordinate local economic planning through the Building Resilient Economies in Coal Communities initiative. The VISTA will serve alongside the Floyd County Fiscal Court and local stakeholders to prioritize projects that strengthen small businesses, expand workforce opportunities, address housing needs, and improve infrastructure. This role will support locally driven strategies that protect jobs, attract investment, and prepare the county to take advantage of new economic opportunities. The VISTA will play a role in identifying and preparing redevelopment sites, tracking funding opportunities, and developing key planning documents to move projects forward. Deliverables include a prioritized project list from the county’s Economic Plan and a detailed asset map showcasing properties ready for strategic reuse.
