Low Income Program Analyst VISTA
 
 
 
The Mayor’s Office of Management and Budget, located in lower Manhattan, is the NYC government's chief financial agency. OMB assembles and oversees the budgets that fund the services and activities of ~70 City agencies. The Social Services task force oversees and manages the budgets of NYC’s Social Service agencies including the Department of Social Services (DSS), the Department for the Aging (DFTA), the Department for Youth and Community Development (DYCD), and the Administration for Children’s Services (ACS). They have a combined annual budget of more than $12 billion and provide key services to hundreds of thousands of New Yorkers. The Vista member will get an inside look at city budget oversight procedures and participate in the review and development of initiatives. The primary goal of this project is to provide budget and program analyses, helping clarify decision points impacting the agency’s budget and ability to deliver services effectively. The objectives are: 1. Conduct fiscal and policy oversight through analysis of financial data 2. Participate in the development of new protocols for budget negotiation 3. Forecast and monitor caseload, expense, and revenue trends 4. Research all aspects of revenue supporting social service programs including but not limited to food stamps, cash assistance, shelter, and low-income energy assistance. This VISTA position is a part of the NYC VISTA program, a group of 25+ VISTA members serving in New York City Government agencies supporting their anti-poverty work. The NYC VISTA program is administered by NYC Service, a division of the Office of the Mayor. This position is supervised directly by a city agency staff member and will be a part of the larger NYC VISTA community. Member Duties : 1. Develop subject matter expertise in vital social services and the revenue source that fund them 2. Research, analyze and craft recommendations for program areas to help Policy Makers with impactful decisions 3.Analyze the drivers of caseload, expenditure, and revenue trends 4.Evaluate requests to modify budgets and ensure they are properly aligned to those most in need 5.Write executive summaries to help formulation of recommendations 6.Analyze procedures for reviewing budget components and identify improvements for more robust analysis to provide more efficient and impactful recommendations 7.Review impact of initiatives on application and recertification timeliness metrics Skillset Requirements: 1. Strong problem solving and data management skills 2. Must possess computer technology skills, including a proficiency in Microsoft Excel, and the ability to learn new technology quickly 3. Good organizational, research, and analytical skills 4. Strong communication skills
