Embedding Equity in NYC's Climate Budgeting Process
 
 
 
The Mayor’s Office of Management and Budget (OMB) is the City’s chief financial agency, responsible for ensuring that the Administration’s priorities are funded and implemented efficiently and effectively and that the city’s resources are managed responsibly. The OMB Environmental Sustainability and Resiliency (ESR) task force helps fulfilling this mission by integrating climate change mitigation and resiliency into the city's financial planning to address current and future climate risks. Historically under resourced communities are most vulnerable to climate threats including extreme heat, flooding, and catastrophic weather events. This individual will become expert in environmental justice, equity, and climate justice work in New York City and other cities to build capacity for budgetary review to identify potential opportunities for investment and to make recommendations on how to incorporate this work as part of a larger effort to establish a Climate Budget for NYC. This VISTA position is a part of the NYC VISTA program, a group of 25+ VISTA members serving in New York City Government agencies supporting their anti-poverty work. The NYC VISTA program is administered by NYC Service, a division of the Office of the Mayor. This position is supervised directly by a city agency staff member and will be a part of the larger NYC VISTA community. Member Duties : The VISTA member will participate in creating the first NYC Climate Budget, to be published in April 2024. They will inform and make recommendations on how to incorporate environmental justice, climate justice, and equity into the Climate Budget. They will research initiatives and available data sources from NYC and other cities and levels of government and identify knowledge gaps to better inform their recommendations. The member will learn about the city's budgetary process and expand the OMB ESR’s ability to evaluate budget decisions through this lens to achieve the goals of: 1) integrating equity fully into the Climate Budget process; 2) improving environmental and equity outcomes for New Yorkers experiencing poverty; and 3) reducing environmental harms and climate change risks for New Yorkers who are most vulnerable and under resourced. Materials will be used to educate current and future team members.
